UPDATE: Thanks so much to everyone here. Following some commenters' suggestions, I filed complaints with the BBB and the Consumer Financial Protection Bureau this past Friday night and this glorious Monday morning, PayPal issued a refund. I got no other notice or explanation as to why, only an email from the BBB very early in the morning saying they had notified PayPal of the complaint, followed by a refund by PayPal a few hours later. If I had only known, I would have saved myself hours of frustration trying to be civil with them. I hope this helps someone, and thanks again so much to those who helped me. Hello everyone, I'm looking for help here because I don't know what to do. I purchased an item from Rowing Blazers on December 13, paid via PayPal, received the item on the 18th, and returned it on the 19th (I was leaving overseas the next day). I come back in January, and I have zero communication from Rowing Blazers; I check the tracking number, and they received the item on December 29. I email them, they say We're so sorry, we're so busy, we are issuing a refund, you should see it in your account within 5 days. No refund. I file a dispute with PayPal, the seller responds - oh, we're sorry again, we're so busy, you will be receiving the refund in 7 days. Again, no refund is received. I escalated to PayPal, and after much back and forth, the case is closed in favor of the seller. I have no idea why. I appeal, provide tracking numbers, emails, everything, and the case is once more closed in favor of the seller. I called paypal and they said I'm sorry, but if there is nothing new, we cannot reopen the case. Filing a dispute and appealing is done just once per PayPal's policy. What do I do? The seller, on the other hand, does not respond to my emails. Who do I turn to? The stickiest part is that I paid with PayPal's pay monthly, and I have to continue making payments, or my credit will suffer. I don't want to make any more payments. I have been using and paying with PayPal for over 10 years and have never missed a payment, but this is so ridiculous. It has been almost three months and I have not been refunded and PayPal does not want to help. I have no idea what to do. Needless to say, this is the last time I pay with PayPal. I have used them for protection, yeah, right. So, I shop @Woodmans Grocery. it's a lot like Winco - doesn't take ccards, so loss of PayPal debit is a big blow. But maybe not so bad - I checked a bunch of websites I use and they all allowed use of rewards at check out. so not as great as the instant cash payment, not the end of the world? I submitted everything they ask for? I gave them the ID+what the business account is being used for. I'm a freelance agent who wants to recieve payment through paypal but they keep banning my accounts for whatever reason?
